The Joint Electronic Commerce Program Office (JECPO) recognized RACMS and its DoD Defense Intelligence Agency (DIA) team members as one of three companies nationwide in the category of Best Electronic Commerce Team – Small Business.  This award was issued by the DoD JECPO at the Ronald Reagan International Trade Center in Washington, D.C. on June 5, 2000.  The implementation of the Intelligence IT Acquisition Support Center (ITASC) application saved the DIA in excess of $2,000,000 annually (source: Internal Agency Study).  According to the nomination narrative submitted by the Director, Information Systems & Services & DIA Chief Information Officer, it says verbatim that:

This nomination recognizes the Defense Intelligence Agency’s most significant achievement in many years for business support to the worldwide Defense Intelligence mission.  Information technology (IT) enables today’s Defense Intelligence mission. 

Acquiring IT smartly (faster, cheaper, better) is absolutely critical to our success.  In spite of tremendous political, cultural, and bureaucratic opposition, this brilliant, persistent team revolutionized the efficiency, simplicity, and value of Intelligence Community IT acquisition by re-engineering significantly outdated, labor-intensive, expensive processes.

Customer Problem – RACMS Solution

Processing of purchase request packages throughout the enterprise has resulted in manual tracking, intensive labor to distribute, file copies, lost purchase request packages, difficulty identifying accurate status, and inability to monitor total financial exposure.

Solution:  Agency leadership was seeking an improved solution to the workflow process associated with creation, distribution, and approval of purchase requests.  Commercial solutions were not feasible.  RACMS was asked to design an automated solution resulting in an electronic purchase request system that eliminated manual labor, tracking became real time, no more lost purchase requests.

Operational data used to support acquisition and contract writing functions has become unreliable causing questionable reporting and decision making.

Solution:  Understand the problem, research the extent of the problem, and provide a report of findings with recommendation to clean data while operations continue.

Project Tasking

  1. Agency needed to identify and document requirements for compliance with JFMIP, the CFO Act, and OMB 123 Circulars.
  2. Develop workload models to estimate staffing needs\
  3. Develop multi-year IRM Plans, including detail descriptions of departmental mission, goals, and strategies.
  4. Provide CASE tool implementation planning, business process reengineering, and business case analysis
  5. Develop high level entity relationship diagrams of business functions
  6. Perform IEF, IEW, and IDEF modeling of business processes
  7. Perform business area analysis and define the target information architecture
  8. Develop strategic plans and information architectures, review impacts of system changes, and recommend plans for process redesign.
  9. Evaluate approaches to providing alternative contract writing COTS solutions
  10. Design, implement, test and evaluate prototype of an automated information management system for purchase request capability supporting the enterprise
  11. Use information engineering-based methodologies to support business function reengineering
  12. Facilitate the integration of new technologies and techniques into the organization.
  13. Develop security accreditation plans
  14. Design and deploy a digital contracts library
  15. Develop project management plans and schedules to implement replacement contract writing system and improved contract management system
